Also, the associated AT&T plan – is it nesaccary to buy it when you buy the iPhone? Or can you JUST buy the iPhone?

You must have a current, or plan on signing a new agreement with At&t. They do not sell iPhone 3G without it tethered to a plan. When you are signing a new contract or ready for your upgrade, its $199/$299 for the phone, if you are a current customer, without an upgrade its $399/499.
